FIDIC合同一直是众多国家和多边银行经常使用的国际工程承包合同范本。特别是中国工程承包商常见的

《施工合同条件》（Conditions of Contract for Construction），简称“新红皮书”。

FIDIC Conditions of Contract

For CONSTRUCTION for Building and Engineering Works Designed by the Employer First Edition 1999

1.1.1.5规范(Specification)
指合同中名称为规范的文件，及根据合同规定对规范的增加和修改。此文件具体描述了工程。means the document entitled specification, as included in the Contract, and any additions and modifications to the specification in accordance with the Contract. Such document specifies the Works.

规范指雇主提供设计中的“工料规范”。

要区别 Standard, Code和Specification的区别

Standard 标准: A set of Technical definitions and Guidelines for designers and manufacturers and serves as a common language for defining quality and establishing safety criteria for the products, 如ASTM, ISO, API, MSS等

Code 规范: is a standard that has been adopted by one or more governmental bodies and can be enforced by law or incorporated into a business contract. 如 ASME, BS, DIN, IS etc.

Specification规范要求： specific/additional requirements for materials, components or services beyond the code or standard requirements, often generated by private institute, to allow purchaser to include special requirements as per design and service conditions, 如 Product Specification

1.1.1.6图纸(Drawings)
指合同中规定的工程图纸，及由雇主(或代表)根据合同颁发的对图纸的增加和修改。
"Drawings" means the drawings of the Works, as included in the Contract, and any additional and modified drawings issued by (or on behalf of, the Employer in accordance with the Contract.

FIDIC红皮书，图纸由雇主提供，“For Building and Engineering Works Designed by the Employer”。

对于承包商来说，图纸由雇主提供，则图纸合法性由雇主承担责任。雇主则很容易通过设计合同把这块责任明确给设计院。承包商要求变更，就必须拿出“设计图纸不合理”的依据。有了这样的依据，雇主就可以追究设计院的设计责任。

Specification and Drawings are the documents where the Employer specifies all matters not covered by the Conditions of Contract, including the locations of the Site, the scope of the Works, the details how each part of the Works is required to be constructed, and (possibly) a prorgramme of work. 规范要求是业主规定合同条件未包含的所有事项的文件。

1.1.1.7资料表(Schedules)
指合同中名称为资料表的文件，由承包商填写并随投标函提交。此文件可能包括工程量表、数据、列表、及费率和/或单价表。"Schedules" means the document(s) entitled schedules, completed by the Contractor and submitted with the Letter of Tender, as included in the Contract. Such document may include the Bill of Quantities, data, lists, and schedules of rates and/or prices

资料表(Schedules)这个定义是99版FIDIC新增的定义。

Schedules are prepared by the Employer, issued with the tender documents and completed by the tenderer. The form of the Schedules will depend on the information and data which the Employer requires, both for the tender evaluation and for inclusion in the Contract. If the Contract includes Schedules which define any matter consistent with the other Contract documents, the matter becomes an obligation and either Party can enforce it, subject to the provisions the Contract, such as Sub-Clause 1.5.

Schedules will typically comprise a Bill of Quantities and A Dayworks Schedule, for the purposes of Clause 12 and Sub-Clause 13.6 respectively. 资料表一般都会包括工程量清单和点工计划表。
